Building approvals, design and as-built drawings: your questions answered

Yes. Building permit drawings in Qatar are prepared, stamped and submitted by a licensed engineering consultancy. An owner cannot submit drawings directly. We prepare the drawings, submit them and answer the authority's comments until the permit is issued.

The Ministry of Municipality issues the building permit. Depending on the building, the drawings are also reviewed by Qatar Civil Defence for fire and life safety, Kahramaa for electricity and water, Ashghal for drainage and roads, and Ooredoo or Vodafone for telecom. We handle every one of them.

It depends on the building type, the plot and how complete the drawings are when they are submitted. The Ministry of Municipality's permit system now checks drawings automatically, so complete and coordinated drawings move much faster than they used to. We give you a realistic programme after we have seen your plot documents and brief.

A copy of the title deed and plot plan, the owner's ID or company documents, and a description of what you want to build. We confirm the full list at the first meeting.

As-built drawings show a building exactly as it stands today, including every change made during and after construction. We measure the building on site and draw it: architecture, structure and building services.

Most often for a building completion certificate, for a permit to modify or extend an existing building, when the original drawings are missing, when a landlord or tower management asks a tenant for them, and when a building is sold, leased or handed over to a facility manager.

We record the building as it stands and list the differences. We then advise whether the differences can be approved through a modification, or whether work on site is needed first. The authority makes the final decision.

Private villas, apartment and mixed-use buildings, offices, shops, restaurants and warehouses. One team produces the architecture, the structure and the MEP (mechanical, electrical and plumbing) design, so the drawings agree with each other before anything is submitted.

Yes. You can take a single service, such as structural design, MEP drawings, as-built drawings or one authority approval. You can also take the full set, from first sketch to issued permit, under one contract.

In almost every case, yes. The landlord or mall reviews the drawings first. Qatar Civil Defence approves the fire and life safety drawings. Other approvals depend on the work, for example when electrical loads change or when food is prepared on the premises.
