A fit-out permit is the set of approvals a tenant needs before building the interior of an office, shop or restaurant. In Qatar this can involve the landlord or mall, the Ministry of Municipality, Qatar Civil Defence and Kahramaa. We prepare the drawings, submit them and answer the comments.

Common causes of delay, and how we avoid them
Blocked escape routes
New partitions can block exits or make the escape route too long. We check exits and travel distances before the layout is fixed.
Load above the unit's allocation
Kitchen equipment and extra air conditioning can exceed the power allocated to the unit. We calculate the load early and raise any increase with the landlord and Kahramaa.
A unit that cannot take a kitchen
Not every unit can take kitchen extraction, gas or a grease trap. We check these points before you sign the lease, if you involve us early.
Which approvals a fit-out needs in Qatar
There is no single document called a fit-out permit in Qatar. Almost every project needs landlord or mall approval first. Works that change fire safety, such as new partitions, ceilings or exits, need Qatar Civil Defence review. The Ministry of Municipality issues maintenance permits for defined works, and larger changes may need a modification to the building permit. Kahramaa becomes involved when the electrical load changes. Some developments, such as free zones, have their own approval body.
Office fit-out approval and shop fit-out approval
Office and shop fit-outs are mostly partitions, ceilings, lighting, power and air conditioning. The main risk is fire safety. Every new room changes how people escape and where sprinklers, detectors and emergency lights must go. Fire systems must be installed by contractors approved by Qatar Civil Defence. We prepare one coordinated drawing set that answers the landlord and Qatar Civil Defence together.
Restaurant fit-out approval
For a restaurant or cafe, the kitchen layout must support food safety, with separate areas for preparation, storage, washing and waste. Food safety rules come from the Ministry of Public Health, and municipality health inspectors visit food premises. Kitchen extraction, gas and fire suppression over cooking equipment are reviewed for fire safety. Ashghal runs a grease trap permit for kitchens that discharge to the sewer. These approvals also support the commercial licence for the premises.

Do I need a permit for a small office fit-out in Doha?
It depends on the works. Painting and loose furniture normally need only landlord consent. New partitions, ceilings, fire system changes or added electrical load normally need authority review.
Who applies for the approvals, the tenant or the landlord?
The tenant normally leads the fit-out approvals, but the landlord's no objection letter and building documents are needed. Some submissions must be made in the owner's name.
Is Civil Defence approval needed if the building already has it?
Usually, yes. The building's approval covers the base building, not your new layout. When partitions, ceilings or exits change, Qatar Civil Defence normally expects updated fire and life safety drawings for the unit.
How long does a fit-out permit take in Qatar?
We do not promise a period. Timing depends on the landlord's review, the number of authorities involved and how complete the first submission is.
